A delegation American of the Millennium Challenge Corporation (MCC), led by Mr. Braw and accompanied by the Committee on follow-up to the implementation of the Threshhold of Côte d’Ivoire (MCA – CI) program began Wednesday 03 June within the home of the company to the Plateau (Abidjan), a consultation with the private sector to discuss the constraints related to their areas of activity and gather suggestions and recommendations.
On behalf of the General Confederation of businesses of Côte d’Ivoire (GECCI), M. ALLAH Konan Germain, Director of Services and benefits to members (DSPA), invited the private sector expressed without reservations their constraints and concerns, but also to make proposals that could promote the improvement of the environment of affairs in Côte d’Ivoire. «» We Ivorian employers are involved so that everyone can express themselves « , he added.
According to Ms. Diaye Aida, representative the national part of the MCA – CI, the Millennium Challenge Corporation (MCC) is a partnership for development between the United States and developing countries. It is designed to provide assistance to countries that have demonstrated a commitment to promote good governance and who have significant progress on economic reform and investment in human resources.
The first day was devoted to the agricultural sector with the UNEMAF, the grouping of traders Ivorians (GNI) and other structures in this field, and on the other hand in the services sector with pole position of bankers.
The agricultural sector was case of the law of agricultural orientation already existing but that is not yet implemented for years. They also stressed the issue of the financing of agricultural enterprises with the absence of agricultural Bank. The land problem was also raised, including the title of property where a threat of insecurity exists between local residents and agricultural business owners.
Other problems have been enumerated; inter alia, the problem of training (capacity-building of farms), and the difficulties of access to inputs, the aging of the orchards and the problem of transition to sustainable agriculture. With respect to the rubber, of competitiveness is a problem. In the sugar sector, foreign competition threatens the existence of the sector. The agricultural sector wished that a communication policy to be developed by the Government to publicize the usefulness of land title which is a guarantee for banks, the level of funding.
Over the period from 2011 to 2014, Côte d’Ivoire scores overall improved, passing only five (05) indicators green in FY 12 to FY15 green now ten (10) indicators, including the indicator control of Corruption.
During its session of December 10, 2014, the CMC Board of Directors chose the Ivory Coast as a country eligible for assistance in the development of a program Threshold or threshold program.
Côte d’Ivoire was invited to develop and submit a program proposal Threshold, where the design begins with a detailed « Constraints to economic growth » to the Millennium Challenge Corporation Indeed, the results of this analysis will be used to guide and inform future program Threshold activities.
A responsible National Committee for the monitoring of the program Threshold Côte d’Ivoire was established in February 2015 and a program management unit manages the task of this program. Jobs ‘ analyses of the constraints to growth are developed jointly by Committee National Threshold and the USA MCC officials.
In the context of the work of the constraints to growth, the Committee for implementing the program Threshold Côte d’Ivoire, in partnership with the CGECI, initiates during two days his meetings with the private sector in the areas of Services, agribusiness, Education and health, Construction and Transport (import-export).
